Complaint Procedure
In accordance with Title VI of the Civil Rights Act of 1964, this Complaint Procedure may be used by any person who wishes to file a formal complaint alleging discrimination on the basis of race, color, national origin, and any other protected class under state and federal law, in the provision of activities or programs offered by the City of Colorado Springs (“City”).
What should the complaint contain?
The complaints should be filed in writing and contain information such as name, address, and phone number of the complainant and location, date, and description of the alleged discrimination. A complaint form can be obtained from the Accessibility Manager or downloaded from the City’s website City of Colorado Springs Title VI Complaint Form. Alternative means of filing complaints such as personal interviews or a recording of the complaint will be made available for people with disabilities upon request. Please note that we have discretion over what constitutes a true complaint. Information/referrals, questions, suggestions, requests, concerns, and simple complaints will not trigger this formal process.
When can the complaint be submitted?
The complaint should be submitted by the complainant and/or designee as soon as possible but not later than 180 days after the alleged incident.

What happens next?
- Within in 10 business days after receipt of the complaint, the appropriate HR manager and/or their designee will acknowledge receipt of the complaint and will begin the investigation. The complaint will be forwarded to the appropriate federal agency as required by law.
- The investigation will be completed within 60 days. The complainant will be notified in writing and when requested, in an accessible format, such as a language other than English, large print, Braille, or audio recording. The response will explain the City’s position and offer options for substantive resolutions.
What if the complainant or designee is not satisfied with the response?
- If the response does not satisfactorily resolve the issue, the complainant and/or designee may appeal the decision within 14 calendar days after receipt of the response to the City’s Chief Human Resources & Risk Officer and/or designee.
- Within 60 calendar days from the receipt of the appeal, the Chief Human Resources & Risk Officer and/or designee will respond in writing, and when requested, in an accessible format with a final resolution.
- All written complaints, appeals, and responses will be submitted as required by law to the appropriate federal agency at the conclusion of this process.
